This seems to imply potentially a detailed refinement of an idea which has just been presented the the GA. In a previous post, I suggested that to keep the GA moving along, ideas presented to the GA could be directed to committees, where the detail work could be discussed and presented as a workable proposal to the GA at a later date. This would involve meetings of one or more different committees which would be open to and encourage participation from any interested occupiers (and ?). The workable proposal could then be presented for GA discussion, objection, modification, etc. and then voted on.

A workable proposal could also be defined as an complete action plan, detailing needs and resources, expected outcomes and suggested responses (Plan Bs), and a timeline.
